Open System Preferences and go to Keyboard:

Select the Shortcuts tab. Make sure the box for "Use keyboard navigation to move focus between controls" is checked.

Open Safari Preferences:

Select the Advanced tab. Make sure the box for "Press Tab to highlight each item on a webpage" is checked.

Congratulations to Fernando Lara-Ruiz!

Over spring break, Fernando competed in an RSI welding competition. He earned 2nd place, which came along with a new welder, helmet, gloves, and jacket; in addition, he won a scholarship valued at over $9,000!
